Do not shorten file name under icon

I have some files with long names on the desktop.

When clicked on the file (Screenshot 1), the name appears in full, but when clicked elsewhere the file name gets shortened with ... (Screenshot 2).

Any way to change the settings, so it always shows the full name?

System info: Windows 7 Enterprise, Service Pack 1.
