Microsoft Windows Vista / Google Chrome

Oveight Microsoft did auto updates and in the moing the computer language was Japanese. I checked Vista control panel language setting and confirmed it as [Canadian] English and restarted the machine, but the language is still Japanese - so it must be Google Chrome which got switched. I looked for answers on help fora how to swith the language back to English but they are useless because everybody assumes, in a dumb way, that when I click on Tools/More Tools to adjust the setttings the language is English. But everything is in Japanese and I do not know how to find the right column or place or box to click. I know that More Settings' line to click is at the bottom of the page but that is all. The Google Translate extension also does not work - when I click on the Google Translate extension to translate the Chrome Settings page nothing happens, the page keeps staying in Japanese. What kind of f...g update it is when it screws up language settings ? How the hell to make Chrome operate in English again ?
