Can I use Caps lock to check if an OS is installed?

Someone told me if the Caps Lock works when I tu a desktop computer on, an OS is installed. Otherwise, there's no OS. Is that true? Main board GIGABYTE B150M-D3H, 1151.

Sorry for a very noob question as I couldn't find a reference mentioning about it.
