Windows 10 no start menu

I've been getting a lot of these on over 20 laptops in the past week:

svchost (2404) TILEREPOSITORYS-1-5-21-1655501977-341258370-3924676713-1002: An attempt to open the file "C:UsersUSERAppDataLocalTileDataLayerDatabaseEDB.log" for read only access failed with system error 5 (0x00000005): "Access is denied. ".  The open file operation will fail with error -1032 (0xfffffbf8).

Not sure what causes it but it has caused the START MENU to not open. I think it is also causing Outlook to crash

The only fix I've found is to rebuild the profile and I'm getting tired of doing that now.

Ideas?
