EFS and encrypting new files automatically

I have an issue where files are not always being encrypted. I did a right click and set to encrypt all and subfiles and when files were dropped they kept being encrypted.

As of right now, new files are not being encrypted and not sure why. I have 12 laptops setup with EFS on the /USers/$USER$/. None of these laptops are AD managed.

I used cipher /A /E /S:/Users/USER
