Using wait chain analysis outside of task manager

I'm investigating better ways to monitor executable progress, and alert on tasks that are taking longer than they should or have frozen completely. Currently we are using an end run notification file that gets checked by a web process.

Is there a way to create a C# or similar executable that monitors the wait chain for a program to notify in a quicker fashion if a program hangs/freezes? Or is this something that isn't available outside the task manager?
