Some .exe files won't work on windows server 2003, why?

I wanna execute Dumpper v.80.9 on Windows Server 2003, it's require .Net framework 2 for execute,

after installing that nothing happened, is there anyway to run this app ? I even check the various version that it was compatible with .net framework v4.0 but it won't work too.

I also check the event viewer on windows and it's shows this :
