How do I add a file or folder to Windows 10 search?

How do I add a file to the Windows search (press Windows key start typing) in Windows 10?

Background: I downloaded putty and put it in C:Tools directory. I added C:Tools to the index in Indexing Options. Then I did Advanced > Rebuild. After it completed putty does not show up in the search, it only brings back a web result for putty.
