Why does windows 8.1 does not get reconnected to broadband connection (bsnl) , when the lan wire is unplugged and plugged back in(like in ubuntu)?

I use adsl broadband connection and when I unplug my lan wire and plug it back in, it does not connect even when trying to connect again and again, and shows error 691 or error 651, but the problem is solved when the modem is tued off and tued back on and reconnected.

But while using ubuntu, I do not face the problem, I might unplug the cable and then put it back in and it works fine without reconnecting.

What are the causes of this happening in win 8.1?
