Why does windows 8.1 does not get recoected to broadband coection (bsnl) , when the lan wire is unplugged and plugged back in(like in ubuntu)?

I use adsl broadband coection and when I unplug my lan wire and plug it back in, it does not coect even when trying to coect again and again, and shows error 691 or error 651, but the problem is solved when the modem is tued off and tued back on and recoected.

But while using ubuntu, I do not face the problem, I might unplug the cable and then put it back in and it works fine without recoecting.

What are the causes of this happening in win 8.1?
