How limit users in network with mikrotik

I have small business with 10 user.I want to limit the users to access inteet (access time = 8:00 to 10:00 and traffic usage = 100MB per user) . I get the Mikrotik RB951G, setup Hotspot and RADIUS, connect the DSL modem to port1(ether1) and for the test, connect one pc to port5(ether5).But the test pc can access the inteet all the time !. there is no request for useame and password .

Should i install the User Manager package or not?Although i download the package and paste it in the Files and the Reboot,But the package was not installed.

Or should i upgrade the version (the version is 6.30.4)?

If not, where is the problem? Thanks
