OSX CPU Affinity Start and Change Commands?

I've come across some API references but are there console commands to do either (preferably both) of the following two things within OSX?

I'm asking this without a mac to verify so references would be a huge help (I'm trying to get support for it in a node.js application out of the box and don't really like Mac enough to go through a proper test cycle or use one myself.)
