Is it possible to utilize undefined virtual keys?

I've been looking at the virtual key assignments for windows, and was wondering if it is possible to map buttons to the values 0x07, 0x0E and 0x0F, which are listed as undefined on the windows operating system. I am looking for a way to create hotkeys that don't require another already used key (such as a letter or number) to be mapped to them.
