Building Linux apps for Windows + X-server

What are the resources needed and steps to build a Linux app to run with an X-server (probably VcXsrv) on Windows? I haven't been able to find any manual or tutorial online.

Also, a few apps (e.g. calc) come with the VcXsrv distribution. The EXEs seem rather big. Why is that?
