How do I use Rsync from windows to my online VPS?

I'm sure this has been explained before, but I need a lengthy explanation because I still don't understand how. How to do I coect to my VPS server, and how do I Rsync a file after coecting?

Currently using windows 10. I want to send a few files to Ubuntu 16.
