HP elitebook 9470m bluetooth is unavailable

I just upgraded my HP elitebook 9470m folio laptop to Windows 10.0. I am no longer able to access bluetooth. No setting to tu it on or anything. I loaded Intel Proset drivers, and in services I have the bluetooth services enabled; however, I can't find anything in control panel to tu the hardware itself on. I found on devices that bluetooth is "enabled" and when I try to add bluetooth to coect to devices, it just doesn't work.
