xhci driver completely disables all USB Ports

So this is kind of a tricky issue. I already asked in the official MSI Forums and even wrote a Support ticket. The only help I got was to reinstall Windows 7. Which isn't ideal to be honest.

The board is the MSI Z97 Gaming 5. As soon as I install the MSI USB3 or even the Intel xhci drivers my USB-Ports all stop working immediately. They are even disabled at the BIOS. I can only reenable them if I Reboot the machine twice before the OS kicks in. As soon as the OS is booting they are gone again. I tried several USB3 drivers at different versions. Only uninstalling them resolves the problem. Even Messing around in the BIOS does not help. I don't really remember if I tried to install the USB3 drivers back in the day while Windows 7 was still installing updates. I heard this might end in a conflict of some sort. If you can confirm this it seems my only hope is to reinstall Windows 7.
