What is the order of the colors in a terminator palette?

I would like to use the base16-flat theme in vim and therefor need to customize the 16 colors in terminator. But if I type them in the order they appear on the base16 website, the colors are displayed wrong in vim (e.g. what should be red is grey and the other way around)

Is there a convention on the order of the colors in the terminator palette?
