Can't extend partition to use free space

On my Windows 10 drive I have the following partitions

How can I extend the C partition so that it uses the (Extended) "Free space" partition?

The extend option is greyed out when right clicking the C partition

Deleting the free partition gives the following error

There is not enough space available on the disk(s) to complete this operation
