Windows 10 virtual desktops shared clipboard?

It seems that each virtual desktop maintains its own clipboard. Is this true or do I have an issue? If it is the case, is there a way to disable the feature? In theory I would have thought this was a great idea, but I keep my email on desktop 1 and constantly need access to date from my various other desktops.
