enable scroll momentum in debian jessie

I am using debian jessie and when I lift my fingers scrolling stops, so scrolling to the bottom of a webpage is very tedious. On another partition on my laptop I upgraded to jessie (here I did a fresh install) and there I do not have the issue.

I would like to be able to configure the equivalent of Xorgs "CoastingSpeed" "AccelFactor"

most answers when googling want me to use synclient, but I think that is an Xorg solution, and I am using wayland:

synclient -l                                       
Couldn't find synaptics properties. No synaptics driver loaded?

as I understand I need to reconfigure (ie mod and recompile!) libinput which is a c thingy, please tell me that I am wrong.
