Win8.1 Installation media fails to detect keyboard and mouse / USB ports not working

I have a laptop with Win8.1, and I decided I should upgrade it to Win10. While it was updating, I plugged my phone connector for it to charge. Then I realized that all of my USB ports are not working after the Win10 upgrade.

I decided to look up for certain fixes, yet I cannot find one. Having no idea on what to do, I brought my laptop to a technician, and he says I should downgrade back to Win8.1 to see if it works. But it failed so he tells me to downgrade to Win7.

Still, my USB ports are failing to recognize any of my USB media. So I asked my godfather, who apparently has an idea on how to fix it.

So he says to restore it to the Windows version when my laptop was first bought. However, after booting into the disk with Win8.1 Pro, the keyboard and mouse failed to recognize, so I am literally stuck at the first screen. (As my USB ports are not working, I cannot use any USB keyboard, and mouse.)

And then, he says that I should try to install Win8.1 not from the bootable disk, but like the way CD drivers are installed. So I tried that, and now stuck at the 'Choose your keyboard layout', because my keyboard and mouse still fails to be recognized.

So literally, I am stuck, with no way out of this problem.

I really am desperate to resolve this multiple problems with my laptop. Please help me! :(
