How to resize the upper part of skype chat view window?

I find the GUI in the chat view incredibly wasteful of screen estate especially on smaller monitors. Is it possible to resize the whole upper part of the chat view, or resize the buttons or reduce the empty space? Is there any way to change any of these horrible design choices, it's so unpractical!
