Looking for a tool to help sort a list

I have a list stored in .csv format. It is currently sorted by an ID number column (1, 2, 3... etc.). I was curious if there is a tool online that will show me the other columns of two entries and I can pick the better one, to rank the list. The list caot be sorted alphabetically or numerically, it has to be manually. Does such a tool exist?
