Windows capture flags and pass them on

In order to lint C files, Atom wants the executable path of Clang, which I want to run with Bash on Ubuntu on Windows. I figured out I could use bash -c "clang" to run it, but how can I capture flags added on afterwards bt Atom to pass to clang inside of the quotes?
