Windows 8.1 - No Recovery Tools

Trying to refresh my WTG stick which has become corrupted. I have so far disabled Bitlocker and created a Windows 8.1 media iso.

I run the WTG either as a VM over Hyper-V or in my laptop "physically".

I was able to access the "F8" startup options via the Bitlocker menu but now that I have disabled Bitlocker pressing "F8" or "Shift + F8" on hyper-v or laptop does not give me the startup options.

If I try to boot up directly from the CD by changing the Hyper-V startup options I am not able to Refresh the Windows 8.1 install since I get an error saying the drive is locked:
