prompted for vsafeid when open encrypted pdf, what ubuntu library can I use to decrypt the pdf automatically?

I got this when i used Adobe Acrobat reader to open an encrypted pdf

I have the useame and password. That's not the issue.

The issue is I am trying to automate the document processing, so I need to write code on a Ubuntu server.

I have googled around and the libraries such as pdftk seem to assume that having the password will be enough.

It did not work for me.

As you can see from the screenshot, I need to have both useame and password before it works.

What Ubuntu library can I use to open the encrypted pdf using both useame and password?
