Run as administrator doesen't respond on windows 8.1

as I received a "failed to coect to a windows service" I am trying to use the comm prompt to run as an administrator and when I click on Run as an administrator, nothing happen. All I receive is an error message: "C:windowssystem32cmd.exe" The service did not respond to the start or control request in a timely fashion. How can I fix this and get to run as an administrator? thanks!
