How to test my web design on mobile without hosting it?

I'm currently designing a responsive front-end project. I want to test how it's gonna look on mobile phones. I've tried to copy my html / css / js files into my phone and try to execute the HTML file, it looked so messy. As if it's not including the css and js files. Only shows the HTML links and such.

So how can i test my design ? Do i have to free-host it ?
