Windows 10: When searching, why is "Best match" not clickable?

1. In Windows 10 I hit the Windows key and type a search term. For example: "sounds".
2. In the search results I get a result like "Change system sounds" (as in the screenshot below).
3. When I click on the search result nothing happens.

Why is Windows 10 not launching the window for the search result?
