rsync based on local timestamps only

Is there a tool like rsync that can record copied files timestamps locally, and upload only changed ones next time?

Similar to ruing the following makefile rule recursively:

file.ext.stamp: file.ext
    touch file.ext.stamp
    copy file.ext to remote
