What should I need to do for open port 5223

How do I open 5223 port on linux server

I have use below command but not working

iptables -I INPUT -p tcp --dport 2195 -j ACCEPT
service iptables save
service iptables restart

5223 is not responding.

2195 is not responding.

2196 is not responding.
