How to tu on accented characters keyboard in Windows 7 without restart?

How to tu on accented characters keyboard in Windows 7. Normally I use Polish Programers keyboard. I am able to input accented characters with right ALT. Sometimes my computer loses this ability. Either when this ability is lost or not, the code page is the same 852. Code page I can check with typing run>cmd>chcp.

Changing keyboard setting does not help: keyboard settings

Switching languages with left ALT+Shift or keyboards with left CTRL+Shift does not solve the problem. I can go around through all the keyboards and get back to Polish Programers keyboard but still I cannot input accented characters with right ALT.

What always helps is restarting the computer. But this method is good for cave man. Any suggestions what can be done to get back the accented keyboard without restarting system?
