Best location for an international website

It seems Google takes the server IP as an important SEO factor. I'm wondering where should I host a website if I want to create an inteational website.

Plaing to get a VPS with ideally a unique IP address.

Should I go for the UK, USA ?

Does CloudFlare takes an important role here?
