Numbering cells in excel with relation to another cell

I have data of many rows with few blank rows/text rows in between. position of blank rows differ every time. I want to give one number (say 1) to all the rows before blank rows, next number (say 2) all the rows after after those blank rows upto next blank rows and so on. Number of blank rows and number of rows to be numbered as 1 or 2 vary every time. I may have to number upto 100. pl. suggest the way. Thanking you
