As of May 2016, what are the chances that an email sent successfully from Outlook.com was not received?

If one does not receive a reply to an email, one must resend it or email the recipient to chase. But what is the probability that the recipient caot be blamed because he/she never received the email? I restrict this question to emails sent from Hotmail or Outlook email accounts.
