Linux server running tomcat needs permission

We have a web-app that runs on tomcat 8, on a CentOS7 server and needs to place a default config.txt file on the desktop when the web-app deploys. Now when the web-app deploys, the directory is found but i get an (no permission) error.

In this case i have tried to give all users Read and Write permissions on the folder Desktop but this was no use. I have asked this question on stackoverflow but no one there could provide an answer.
