Google Chrome DevTools doesn't save Chrome Experiments Settings in Incognito Mode

I am currently trying to adjust the "Allow custom UI themes" settings in DevTools when in incognito mode.

I can get it to work during a session by checking this option in the DevTool settings while in incognito and by setting my extension to be available during incognito. However after this session is closed the settings are lost when the next incognito session is opened.

To be clear I do a lot of testing in this mode so that cache and cookies are not stored from the web application I am testing. I would like to persist this setting as my extension alters the DevTools appearance to be dark as well as easier to navigate code.

Is anyone aware of a way to make these settings persist? I have been unable to find anyone discussing this topic so far.
