At Windows Startup "Windows created a temporary paging file" how to stop

Windows 7 x64, ran sfc /checkdisk set pagefile to 4000mb then 0mb then page file off. Message still appears at logon after restarts. Tried searching for pagefile.sys (hidden/system folders available) to delete but not there and after restarts still getting message "Windows created a temporary paging file". (after whecking is still set to 0mb. Want Pagefile to be off, there is always enough RAM.

Why does it repeatedly say its created a page file when its still set to 0/off (and is not set when i look at "memory management in regedit)?
