So I have leaed how to create a hosted network in Windows 8.1, using netsh in a command prompt as Administrator:
netsh wlan set hostednetwork mode=allow ssid=Foobar key=<my key>
netsh wlan start hostednetwork
So far, that works: I can see the Foobar SSID on other WiFi devices and I can connect to it.
Here comes the hard part: How do I control the IP address range of this hosted network? Right now it's 192.168.173.1, with a netmask of 255.255.255.0; other devices that connect to it automatically get an address in the 192.168.173.0/24 range. However, this IP configuration doesn't seem to be configurable from the properties of the "Local Area Connection* 5" (which is what Windows creates for the "Microsoft Hosted Network Virtual Adapter" device). In fact, if I open the Properties ==> Inteet Protocol Version 4 (TCP/IPv4), I see this:

I can set it to "Use the following IP address", and give it a new IP address like 192.168.3.1 and netmask 255.255.255.0. However, it still doesn't replace the existing 192.168.173.1 address. Instead, the interface now has two IP addresses:

My other devices that connect to this hosted network still get IP addresses in the 192.168.173.0/24 range.
