Unable to install font in Windows 10. Firewall enabled

I certainly have read Unable to install fonts on Windows 10 and I am sure that my Windows Firewall is enabled. I am able to install Dejavu fonts (the example font in that post).

The font I am trying to install is 全真顏體.ttf which can be obtained here (surely other sources too). I can install this font effortlessly in Windows XP and Windows 7 but not in Windows 10.

I am able to install other Chinese fonts but there are a number of truetype fonts especially that I am unable to install.
