Visual Studio snippets' "surround with" overrides selected text

The Issue

In Visual Studio 2015 (Update 2), When I try to use 'Surround with' and select any option from the snippets list, the selected text is being overwritten.

see screenshot below when selecting #region option:

What I Tried

• Resetting Visual Studio settings - didn't solve the issue.
• Ruing in Safe mode - did temporarly solve the issue. but when I got back to 'Normal' mode, the issue reappear.

Any Idea?
