Chrome won't let me drag selected text

On most Windows computers (and maybe others), I can select nearly any text on a webpage within chrome, and then drag it to the omnibox/address bar, or the tab area, which then starts a search for said text.

However, on a particular Windows 7 machine using Chrome Version 50.0.2661.94 m, I caot seem to drag any text from anywhere. After selecting, I can click and hold on the selection, but as soon as my cursor moves, the selection is re-made, instead of dragged. That is: It's as if I started a new selection.

I simply caot drag any text, be it on a page, or in a textbox/textarea.

Searching around, I see many people having issues selecting text, but my issue is with dragging.

I tried changing "caret" mode by pressing F7, but it seems to have no effect.

What could be the cause, and what are my solutions?
