In Excel, trying to add a map with addable pinpoints which will be linked to data as events occur in each location. Help Please?

I'm trying to add an aerial photo of a location, to which I can later add pinpoints which will be linked to data which occurs at specific locations on the map. I was told excel could work for this but have been unable to figure it out. Any help would be greatly appreciated.
