Office 2013 GPO to allow Online VB

I'd like to know how VB online help is made available for users of Excel 2013. The exteal link is currently blocked by Group Policy.

The GPO is to restrict online access for all office apps.

I've looked online and it looks like it's to allow all office apps access or to block all office apps.

We need users to be only allowed to coect for visual basic help.

the error message they get is:

You need an inteet coection to view Visual Basic Help. But your administrator doesn't allow you to coect.
