Use ssh config localcommand to auto scp file from proxy to remote destination

I coect to a work proxy, from my home, to get to a work destination. This proxy is a jump host. I want to share my bash configs from the proxy(as master) to all the sub hosts i coect out to. Im choosing to auto scp copy them via ssh/.config localCommand. I see alot of other similar scenarios, but none of which have the proxy, and want the file from the proxy to the destination.

Symptom: SCP is not ruing, i think i might have to add some ssh/.config to another machine, or somewhere, im kind of stuck getting the files to actually copy automatically, although it appears i have the config setup right.

.ssh/config from the work proxy machine (proxy3)

i have also tried this, i found teh above somewhere else, but found this one first

82     LocalCommand        scp proxy3:~/bin/.bash* ~/bin

Note, I DO keep the files i want transferred in the bin dir only, that part is not a typo.

Now, when im at ssh proxy3 work host, and then go to ssh destination4, i look into the bin dir, files are not being copied, and the scp has not ran successfully, i dont see any error messages related to that.
