Advance a Bluetooth device from paired to coected Win10

A bluetooth medical device is paired (indicated in screenshot) with a Win10 laptop and the two communicate via SPP (serial port protocol).

What user actions can be taken to prompt the coections so that the indicator in the screenshot reads 'coected? Bouncing (toggling off then on) the Bluetooth radio momentarily (~2 sec) promotes the coection from 'paired' to 'coected', an retus to 'paired'
