Redirect outgoing ports in windows

first of all this is my first post so I want to say hello to this community.

I want to create an Active Directoy server at home, just to lea how to do it.

At home I have configured the server but I want to use the service from outside, so I've opened all the ports in Windows's documentation, and I've redirected the traffic to my server. But my ISP blocks the incoming traffic to port 53, and they can't change it. So I'm thinking about use port 54 instead of 53. In my server, with netsh I'm redirecting server's incoming traffic to port 53. So if I check if port 54 is open, web applications says that port 54 is open.

Now in my client I need to redirect outgoing traffic to 53 to port 54, but I don't find the way to do this. In this web I found ways to redirect outgoing traffic to other IP, but not to other port. Can you help me? Do you have other solutions to my problem?

TL DR: I need to redirect outgoing traffic like xx.xx.xx.xx:53 to xx.xx.xx.xx:54
