windows 7 how to use alt keys with regional language

I have changed my Regional Language from English to Tamil. We could access File menu by pressing Alt + F in English. Now How could we access menu items by keyboard with changed regional language. For Example. Now file menu is 'கோப்பு'. And the character 'கோ' has been underlined.
