Is there any open catalogue of rss/atom feeds? Preferably with API

I'm looking for big catalogue of rss/atom feeds. feedly.com and inoreader.com have great indexes of feeds to choose from. Are they proprietary or are they using something I can use too?

PS If there is a better Stack community to ask that question tell me which one.
