Encrepted file not access

I have Window 7 System in a domain, my user profile having some issue that was i delete my user"chander" before deletion of user i take all documents backup and save it in local driver in E:. After create new profile with same user i try to open backup files folder it show green color named file and ask me administrator permission when i give admin password a new popup come with " Access is deny " Message. i have tried with all administrator user to open file but same message is displayed and also try to give full permission for user in security tab but same issue .

Please any one can help me.
